Civilian Council Act

This act by the council of the Big Five, Jolthig (Admin), apercoriabajaia, Dremaur, Mandicoria, and Scanditrevikia is to establish a civilian council for non-Big Five Council members of the Region of Meezoland. Let's vote.

I propose that the Civilian council should include every member of the region that isn't a part of "The Big Five". Their powers should only affect nations that agree to their proposals and not the entire region. Also, they should be able to propose regional acts to "The Big Five"
