The Military Travel Act

The military travel act makes it illegal for a country to send their army through another person's country, even if its just to pass through. If they are to pass through they must pay a fee to the other country....Or the other country has to be notified ahead of time and the country must accept and notify others that they are letting another county's army go through theirs to reach somewhere throughout the region. Vote Ya if you accept this bill or vote Nay if you do not remember the council can veto it
